To create the FAX file, select Define → Print Templates → Faxes..., select the "+" button in the top-right, name the template, and click OK. You will then be able to edit the template layout and its dimensions. Click OK when you're finished.
When creating a new .NWP fax document, you can select a FAX template to work off of by choosing a template from the "Use Template" dropdown menu.
To select the template you want to print from, select File → Print Templates..., choose your template from the "Template Type" dropdown menu, and click OK.

A FAX file is an image of a fax created or received with fax software, including the GFI FaxMaker faxing service. It is saved in a TIFF format, which most image viewing and editing applications recognize. Typically, fax software creates a FAX file from a scanned document, receipt, etc., then sends it to a user in another location using compatible fax software to view the image of the scanned material.

In the 1980s, 1990s, and 2000s, fax machines were commonplace in office environments. The devices allowed you to scan printed material, such as a financial paper document, as a bitmap image, then send it to a telephone number connected to a printer to print the scanned material.
Some fax software offerings, like the aforementioned GFI FaxMaker app, save the scanned material as FAX files, which are renamed .TIF files. By saving the scans as FAX files, you could archive them or send them at a later time.

You can open a FAX file with any image viewer or editor that supports the TIFF format. Options include Microsoft Photos (bundled with Windows) and Apple Preview (bundled with macOS).
You may need to rename the .fax file extension to the .tif file extension for image viewers and editors to recognize and open the FAX file.

Since FAX files are saved in a TIFF format, many image viewers and editors, including Microsoft Photos, Apple Preview, and Adobe Photoshop, can convert FAX files to other image formats.
