You will most likely only need to open a PET file if you are looking to modify a character in the game. You can open PET files with Pangya Models View in Windows. You can also import PET files in 3DSMax and Blender with the 3DSMax add-on and Blender add-on.
White Day: A Labyrinth Named School PET files are packaged in NOP archives and Pangya PET files are packaged in PAK archives. The archives can be found in the directory in which the game is installed.

PET stands for "Puppy's Extra Treats" and is a unified package system used by Puppy Linux 2.14 and later. PET files can be opened by the included PETget utility, or with any TGZ file extractor. When extracted, the package's directory structure is projected onto the root level of the Linux file system.
PET packages are commonly referred to as "pets." They replace .PUP files used by earlier versions of Puppy Linux.
