Office 2010 contains ELM files in the \Program Files\Common Files\microsoft shared\THEMES14\ directory. Each theme directory that contains an ELM file also includes a .INF file named THEME.INF (where "THEME" is the theme name) and preview files called PREVIEW.GIF and THMBNAIL.PNG.

Office 2007 contains ELM files in subdirectories of the \THEMES12\ directory.
