You can create a URCL file with any text editor. When you save the file, save it with the .urcl file extension. You may need to instead save the file as a .TXT file, then manually change the .txt file extension to .urcl.

You can also open and modify URCL files with source code and plain text editors. You can also use Microsoft Notepad (Windows) or Apple TextEdit (macOS) to open and edit them, but these editors do not provide syntax highlighting.
