What is an MSC file?
File added to the Microsoft Management Console (MMC), a program used to configure and monitor Windows computer systems; contains a "snap-in," which is a module that provides additional administration capabilities; saved in an XML format that can be viewed and edited with basic a text editor.

Snap-ins are commonly used by system administrators for device management, disk defragmentation, and system event monitoring. Custom snap-ins can be developed with the MMC Application Programming Interface (API), which is published by the Microsoft Developer Network (MSDN).
MMC is included with Windows operating systems beginning with Windows 2000. The shortcuts below can be accessed within Control Panel → Administrative Tools.
