JetForm introduced FormFlow in the early 1990s as a program for creating and managing electronic forms in the FRL file format. In 2001, JetForm rebranded as Accelio, and in 2002, Adobe Systems acquired Accelio.

Despite these changes, the FRL file format remained associated with FormFlow until Adobe officially discontinued FormFlow and the FRL format in 2004. Now, FRL files are obscure.
