A WL1 file is a game data file used by the shareware version of Wolfenstein 3D. It may contain the game's audio tracks, maps, sprites, or other game data. Wolfenstein 3D includes nine default WL1 files.

Wolfenstein 3D is the first entry in iD Software's popular first-person shooter series. Initially, the company released Wolfenstein 3D as a shareware game that included just one episode (mission). This version of Wolfenstein 3D stored its game data in WL1 files.
Subsequent versions of Wolfenstein 3D, which included additional episodes, stored gamed data in .WL3 and .WL6 files. All versions include nine default game data files. In the shareware version, these files are named:

How to open a WL1 file
Various Wolfenstein 3D modding programs allow you to open WL1 files and edit or extract the game data they contain. For example, you can open many WL1 files in SLADE (multiplatform) and Havoc's Wolf3D Editor (Windows).
