What is a TOOLBOX file?
A TOOLBOX file is a project file created by BTD Toolbox, an application used to modify various Bloons Tower Defense games. It lists all the game data files a user has modified as part of a BTD Toolbox project. TOOLBOX files are JSON files, and as such can be opened in any text editor.

In the Bloons Tower Defense series, players use weaponized towers to stop balloons from escaping a maze. Because the games are popular and easy to modify, they enjoy a healthy modding scene.
BTD Toolbox is a modding application for Bloons Tower Defense 5, Bloons Tower Defense Battles, and Bloons Tower Defense Monkey City. It allows players to modify many different types of game data files. To do so, BTD Toolbox users create modding projects, which are saved as directories that contain a TOOLBOX file.
Each TOOLBOX file lists the files a user has modified as part of the associated BTD Toolbox project. It also lists other project metadata and settings.
How to open a TOOLBOX file
You can open a TOOLBOX file with Microsoft Visual Studio Code (multiplatform) or any other text editor, to view the project data it contains. Keep in mind that editing a TOOLBOX file may cause the project with which it is used to not load correctly in BTD Toolbox.
To open a project in BTD Toolbox, select File → Open → Existing project. Then, navigate to and open your project's directory (which likely contains a TOOLBOX file).
