What is a LOCPACK file?
A LOCPACK file is a localization package used by a video game developed using Ubisoft's Snowdrop game engine. It contains plain text data used to translate a game into another language. Games that use LOCPACK files include Tom Clancy's The Division and Mario + Rabbids.

Some games developed using the Snowdrop game engine use LOCPACKBIN files alongside LOCPACK files. For example, South Park: The Fractured But Whole uses both LOCPACK and LOCPACKBIN files.
How to open a LOCPACK file
LOCPACK files are saved in .CSV format. To open them, rename them to use the .csv extension and then open them as you would any CSV file.
