What is a JGCSCS file?
File used by EditPad, a text and source code editor for Windows; saves information that allows the editor to support syntax highlighting for a particular language, such as HTML, PHP, Perl, or SQL; should be copied to the same directory as the EditPadPro.exe file to be installed.

You can access syntax coloring settings by choosing Options → Configure File Types and selecting the "Colors and Syntax" tab. Click the Refresh button in this window after installing new JGCSCS files.
