How to open an HLB file

You can open HLB files with HP OpenVMS in Windows. Since HLB files store plain text information, you can also open them with a text editor, such as Microsoft Notepad or Apple TextEdit. However, opening HLB files with a text editor will not appear the same as opening them with OpenVMS.
