What is a DIFFBASE file?
A DIFFBASE file is a file used by Windows Diagnostics Tracking. DIFFBASE files are found in multiple subdirectories of the C:/Windows directory. Most notably, DIFFBASE files are found in the C:/Windows/DiagTrack directory.
Windows Diagnostics Tracking, which is also referred to as Connected User Experiences and Telemetry and DiagTrack, is a Windows service that automatically records and transmits system diagnostic and usage data to Microsoft. This service uses multiple files to record and transmit data, including DIFFBASE files. DIFFBASE files' exact purpose is unknown. However, all Windows DIFFBASE files are named either utc.allow.diffbase or utc.privacy.diffbase.
