What is an RRES file?
An RRES file is a game asset package created by rResPacker, a game asset packaging tool developed by raylib technologies. It contains images, audio, and other assets used in a video game. RRES files are similar to the .XNB files produced by Microsoft XNA Game Studio or XNA Game Studio Express.

Raylib technologies creates open-source tools that allow developers to view, convert, compress, package, and extract a variety of types of files. Most of these tools, including rResPacker, are intended to help developers more efficiently develop video games.
While building their video game, developers can use rResPacker to package the game's assets in a single RRES file. This keeps the game's file structure more organized and prevents players from easily accessing game assets. RRES files may contain images, audio, fonts, and other assets.
NOTE: As of May 2022, the RRES format and rResPacker have yet to officially be released.
How to open an RRES file
You can use rResPacker to open an RRES file and extract the assets it contains. If the RRES file is encrypted, you must know the password used to encrypt the file.
