What is a PUPPET file?
A PUPPET file contains a character or object, known as a "puppet," created by Adobe Character Animator, a program used to animate illustrated characters. It stores a graphic in the Character Animator Puppet format, which includes layers for each part of the puppet and applied animation behaviors. Character Animator users create PUPPET files from Photoshop .PSD documents or Illustrator .AI artworks.

Character Animator is an Adobe Creative Cloud (CC) application that enables you to animate characters based on your movements and templates included with the software. You can also import designs created in other Adobe CC apps, such as Adobe Photoshop and Adobe Illustrator.
You can export puppets as PUPPET files with Character Animator and share them with other Character Animator users, who can then import the puppets into their scenes. To create a PUPPET file in Adobe Character Animator, select File → Export... → Puppet....
How to open a PUPPET file
You can only open a PUPPET file with Adobe Character Animator in Windows and macOS. To open a PUPPET file, select File → Import... or drag the PUPPET file into the Project panel in Character Animator.
To place a puppet in a scene in Character Animator, select the puppet in the Project panel, then click Add to New Scene or select Object → Add to New Scene. You can also drag the puppet from the Project panel directly into the scene in a Character Animator .CHPROJ project file.
