What is a PHR file?
A PHR file is a plain text file containing a list of phrases used by RoboHelp, a program for making Windows help documents. It stores custom phrases a help documentation author specified, each matching related topics. RoboHelp users create PHR files to help end users better search for topics when reading the published help documentation.

Adobe RoboHelp is a program technical writers often use to publish help, policy, and knowledge-based content. Phrase lists are one of many features RoboHelp provides that allow authors to customize their help documentation.
For example, the author may write documentation about uploading files to a company's secure server. When creating the phrase list, they will add phrases they believe a user will search for and connect it to the appropriate page (e.g., the "how to upload" phrase may connect to the "How to Upload" section).
NOTE: When the user saves the list of custom phrases as a PHR file, RoboHelp saves the PHR file as part of a help project (.XPJ file).
How to open a PHR file
You can open PHR files with Adobe RoboHelp in Windows. Since PHR files contain plain text, you can also open them with text editors, such as Microsoft Notepad (Windows) and Apple TextEdit (macOS).
