What is an ANN file?
File used by Lingvo Dictionary software, which is used to lookup definitions and to translate words into different languages; contains metadata for DSL dictionaries; includes information, such as the dictionary subject, author, and date it was created.

ANN files are only used to describe Lingvo-formatted dictionaries. This format is developed by ABBYY, an international software company. ANN files are optional, but if they are created, they are named after an associated .DSL file (e.g., example.dsl and example.ann). ANN files should be placed in the same folder as the DSL file.

An ANN file may also be an annotations file used by Microsoft Windows Help, a utility included with earlier versions of Windows that lets users read help information. It contains annotations Windows help documents (.HLP files), including the number of annotations and information about each annotation. Windows Help users create annotations in help documents to add extra information about a specific point in the document.

Microsoft introduced WinHelp in Windows 3.0 in 1990 to allow users to look up help documentation about the operating system and related applications. Microsoft replaced WinHelp with Windows Help in 2009, then discontinued the software in 2015 when it released Windows 10.
When viewing a help document in Windows Help, you can add extra information to the documentation that you find helpful. When you create the annotation, Windows Help saves the information in the ANN file.
How to open an ANN file
You can open an ANN file with Microsoft Windows Help. However, Microsoft discontinued Windows Help when it released Windows 10 in 2015. Therefore, you will only be able to open the ANN file if you are still using Windows 8.1 or earlier.
