What is an AGTOOLKIT file?
An AGTOOLKIT file is a toolkit used by the macOS version of Adobe Lightroom, a photo editing and organization app, and Lightroom Classic. It contains data used to load an aspect of Lightroom's user interface (UI). Specifically, each AGTOOLKIT file contains a .PLIST file, a .STRINGS file, and several .LUA script files, which contain source code used to load UI elements.

Macintosh HD/Applications/Adobe Lightroom.app/Contents/Frameworks
Each AGTOOLKIT file is a macOS package, whose contents you can view by right-clicking the file and selecting Show Package Contents.
NOTE: The Windows version of Lightroom and Lightroom Classic do not use AGTOOLKIT files.
How to open an AGTOOLKIT file
AGTOOLKIT files are not meant to be opened by users. However, if you want to examine an AGTOOLKIT file's contents, you can do so by right-clicking the file and selecting Show Package Contents. This will open the file as a macOS directory.
